How attacker tier lists are made
Top attackers are scored on a TDO/DPS curve — Time-Damage-Output across the full raid window with cooldowns, energy generation, and durability factored in. A Pokémon with high raw DPS but low bulk loses to one with slightly lower DPS but enough HP to land more attacks.
Mega vs. Shadow priority
Mega Pokémon add a 30% damage boost to the same-type allies in your party, so bringing one to a raid benefits everyone. Shadow Pokémon get +20% damage and -20% defense — riskier (they faint faster) but higher peak DPS. For 6-player raids, Megas are usually preferred for the team boost; for soloing low-tier raids, Shadow attackers win on raw output.
Budget alternatives
If you don't have Mega or Shadow attackers, focus on common 5-star raid Pokémon (Rayquaza, Kyogre, Groudon, Mewtwo, Dialga, Giratina) — each has elite move legacy that puts them in the top 5 for their type.
